《科技创新:构建和谐社会的关键所在》  孙丽霞,吕景城  摘 要:作为“第一生产力”的科学技术承载着社会和谐发展的价值,是和谐社会系统运行的核心动力。科学技术通过促进生产力发展、促进人与自然协调发展和推动人与社会的协调发展体现出科学技术在构建和谐社会中的经济价值、生态价值和人文价值。  关键词:和谐社会;社会系统运行;科技创新;价值  作为“第一生产力”的科学技术承载着社会和谐发展的价值,是和谐社会系统运行的核心动力。为了构建社会主义和谐社会,我们必须进一步认清科技发展对建立和谐社会的重大意义,大力推进科技进步和创新,发挥科学技术对构建社会主义和谐社会的关键性作用。  1 促进社会经济全面、协调、可持续发展:科学技术的经济价值  当代科学技术向人类提供了可以全面深刻地认识自然的潜力和手段。高科技是人类对自然规律认识的成果,同时也是人类创造性思维的最高成就。人类借助高科技仪器设备和手段,可以从宏观和微观上更精确认识自然界,进一步扩大人类的认识视野,把握自然界的客观规律,造福于人类。例如,大型射电天文望远镜的研制成功,可以使人们看到几十亿光年乃至更遥远的太空,从而为探索人类所不知的太空的奥秘提供了方便。高科技的广泛使用,必然会对人们的观念和生活习惯产生不可估量的深刻影响,从而加速和谐社会社会发展的进程。利用当代科学技术,还可以不断扩大人类劳动的对象和内容,从而解决构建和谐社会进程中所面临的资源和能源日益短缺的问题。工业革命以来利用资源和能源的方式由于全球性问题的凸现受到人们的质疑,特别是资源和能源日益短缺,引起了世人深切的忧虑。很显然,幻想回到从前对现代人类社会是太过奢侈的向往。因而,比较现实的态度是,利用当代高新技术,不断寻找和开发新的资源和能源,不断提高现有资源和能源的利用率,节约使用资源和能源。通过寻找和开发新的资源和能源,不断改变现有资源结构和能源结构。利用科学技术,将能源和物质投入减少到最低限度,同时使生产过程中产生的副产品可以重新加以利用。当代科学研究的发展,预示着下一世纪的聚变反应堆有可能成为终极能源,从而解决人类社会发展出现的能源危机。纳米技术将引起一场新的产业革命,使人类社会步入一个新的发展阶段。现在,科学技术正步步逼近自然界的各种极限,超高温、超低温、超真空、超导、超强磁场和彻底失重等研究已经取得重大进展。宇宙空间技术和海洋开发技术的进展预示着21世纪人类将进入宇宙工厂时代,无限开拓人类的生产和生活领域。  2 促进人与自然协调发展:科学技术的生态价值  人与自然的和谐相处是构建社会主义和谐社会的重要一环。人是科技的主体,科技是人与自然的中介,也是人类作用于自然的武器。科技进步与创新是实现人与自然和谐的重要保证。“科技贫困”不仅会导致物质的贫困,也会导致精神的贫困,精神的贫困会导致愚昧和迷信。因此科技进步与创新不仅是生产力发展的关键因素,也是社会文化发展的重要因素。需要强调的是,科学技术是一把“双刃剑”,它在给人类带来福祉的同时,由于人类对科技的滥用,也导致了日益严重的全球性生态危机。因此,人类在利用科技的发展谋福利的同时,应该把它的负面效应降到最低点。为此,应该发展“安全科技”,即不污染自然环境、不破坏生态平衡、不会造成消费异化和大规模的失业的科技,如风能、太阳能、生物资源开发技术等。同时,还要强化人的科技意识和环境意识,通过科学知识的积累,扩大人的视野,启迪人的心智,促进人与自然的和谐相处。可喜的是,“安全科技”已逐渐成为当代科技发展的主流。特别是20世纪以来,科学技术发展到现代水平,出现了大量的现代科学理论,涌现出核能科学技术、电子计算机科学技术、半导体科学技术、激光科学技术、光导纤维科学技术、空间科学技术、环境科学技术、材料科学技术以及建立在分子生物学基础上的现代生物高新技术等。这些高新技术在以其自身价值和功能影响人类及其社会的同时,对人和自然的协调发展产生了巨大的积极作用。微电子技术可以大大减少材料消耗和环境污染,新能源开发为人类提供取之不尽的无污染能源,人工合成材料缓解自然资源紧缺状况,方兴未艾的“数字城市”,以覆盖全市的信息网络为依托,以先进的信息技术挖掘手段为触角,时刻监控着自然界和人类社会的发展变化,准确地预测着人类社会的活动与自然环境变化之间的关系,等等。所有这些,都为人与自然和谐共生、协调发展开辟着新的途径。  3 推动人与社会的协调发展:科学技术的人文价值  科学技术进步与创新是先进文化发展的重要因素,可以大力提高全民族的思想道德和科学文化素质,促进人与人之间、人与社会的和谐发展。具体来讲:  3•1 科技进步促进人的自由发展  马克思在《共产党宣言》中指出:“代替那存在着阶级和阶级对立的资产阶级旧社会的,将是这样一个联合体,在那里,每个人的自由发展是一切人的自由发展的条件。”[1](P273)马克思关于“自由人联合体”和人的全面自由发展的阐述,指出了未来高级的和谐社会的目标。在工业文明下,人们从不怀疑自己作为人的躯体,却常常怀疑自己作为人的灵魂,不断重复的机械生产、普遍扩张的工具理性,使人沦落为没有自由、没有个性的“活物”。随着科学技术的广泛使用,特别是生产全面自动化的实现,将把人从单调重复的繁重劳动中解放出来,劳动将不再是一种谋生的手段和沉重的负担,而变成了生活的第一需要。人将由此摆脱对人和物的依赖,自由时间大量增加。由此,人们将自由运用自己创造的自由时间,充分地张扬自由和个性,把人类能力的发展作为目的本身,“自由人联合体”的理想终将变为现实。  3•2 科技进步促进人际关系的改善  和谐社会的主体是人,因此,构建和谐的人际关系,是建设和谐社会的重要内容。科技发展对改善人际关系的促进作用主要表现为:从一国范围来看,随着科学技术的高度发展,以及劳动者素质的提高和知识劳动者的大量出现,工农之间、城乡之间以及脑力劳动和体力劳动之间的差别乃至一切阶级差别将消失,人们将摆脱固定分工的束缚,在生产中和一切社会生活领域中将实现完全平等;从世界范围来看,虽然国家间的科技竞争不可避免,但同时也需要广泛的国际合作。例如信息科技领域,任何国家都不可能在计算机技术、微电子技术、光电子技术、光纤技术、多媒体技术、网络技术等等层出不穷的高新技术领域中全面领  先。为了共同的进步,加强科技合作十分必要,而且未来的信息高速公路、国际互联网络,使信息资源共享成为可能,为技术合作创造了条件。由此,人与人之间消除敌对情绪,建立平等和谐的人际关系便有了实践的基础。此外,科技发展还带来了人们交往手段的革命。比如通讯和网络科技的发展,从根本上动摇乃至否定了传统的熟人社会交往方式,使人们置于一个广袤无限的交往世界中,并超越交往活动具体场所限制及渐次扩散的局限性,进入普遍交往的境地,在人类历史上首次在全球化背景下实现“自我”和“社会”的交互联结。[2]  3•3 科技进步促进民主政治建设  “科学技术是人类智力发展的产物,科学技术的发展加速了社会的发展进步,有利于打破专制、等级、特权、不平等、不公正,给个体带来了思想、行为的极大自由,普遍提升了人类智力,对人类文明、世界和平起到了巨大的促进作用。科学精神、理论、方法等具有巨大的社会价值。”[3]同时,科学技术为人类实现民主政治提供了足够的技术支持,“信息和通讯科技的网络空间、整合与连接、及时性、去中心化等特性为公民参与提供了十分广阔的前景”[4]。比如,建立在电子信息技术和通讯技术基础上的电子政府,打破了传统的行政机关的物理组织界限,政府部门的行政流程得以整合和贯通,使得政府与政府之间,政府与社会之间可以通过各种电子化渠道进行沟通,使人人参政议政成为可能。同时,由于网络的无边界性和隐蔽性,任何人都可以通过它来自由发表意见,由衷表达自己的意愿。近年来,许多人大代表和政协委员都建立了自己的个人网站或公开个人电子邮件地址,公民和社会团体得以经常方便地与他们进行沟通和交流。科技对推动民主政治建设正发挥着越来越明显的作用。
